Customs clearance frightens many novice importers. However, with a competent broker, this process becomes predictable and transparent. We will analyze all the stages.
Step 1: Classification of goods according to the Commodity Nomenclature of Foreign Economic Act
Each product has a code in the Commodity Nomenclature of Foreign Economic Activity (CN FEA). The rate of customs duty, VAT and the availability of permits depend on the code. Incorrect classification is one of the main causes of problems at customs.
Step 2: Calculation of customs payments
Customs payments consist of: customs duty (0–20% of the cost), VAT (20% for most goods) and customs duty. The final load depends on the HS code and the country of origin of the goods.
Step 3: Preparation of documents
For customs clearance, you will need: an invoice from the supplier, a packing list, a bill of lading or an air waybill, a supply contract, certificates of conformity (if necessary), a declaration of compliance with the technical regulations of the EAEU.
Step 4: Filing a Declaration
The customs declaration is submitted electronically. The customs broker generates a DT (goods declaration) based on the provided documents and cargo data. The processing time is 1–3 working days in the absence of questions from the inspector.
Step 5: Customs inspection
Based on the results of the risk analysis, the customs can order an inspection. It can be documentary (checking papers) or actual (opening a container). Properly drafted documents reduce the likelihood of inspection.
Step 6: Payment and release of cargo
After payment of customs payments, the inspector issues a release permit, and the cargo can be picked up from the customs terminal warehouse.
