A "cargo company" and an "agent" are not the same thing. The difference is who is responsible for the whole deal, not only the transport.

What a cargo company does

A cargo company delivers goods you have already bought: you found the supplier, agreed terms, paid and checked quality yourself. Cargo is responsible only for transport from the warehouse in China to your city.

What an agent does (full cycle)

An agent runs the whole deal: finds the factory, verifies the supplier, negotiates, buys the goods, controls quality with photo and video reports, prepares documents and arranges delivery with customs clearance.
